James “Matt” Holcomb, PE, President/Owner, is a graduate of the US Naval Academy, with Master of Civil Engineering and Master of Business degrees. He is a licensed Professional Engineer in Virginia and Maryland and DBIA and PMP certified. Matt has over 30 years of constructed related managerial and executive experience. He began his career with the US Navy Civil Engineer Corps including working as a Contracting Officer. In the private sector, Matt has extensive experience focused on heavy highway and civil infrastructure projects throughout the Mid-Atlantic region.

David Simmons, Executive Vice President/Owner, holds a Bachelor of Architectural Engineering degree from the Pennsylvania State University. He has over 35 years of diversified construction experience involved, on a project and executive level, on complex building, marine, bridge, and transportation infrastructure projects from Maine to Florida. His clients include private developers, BAE, the Army Corps of Engineers, Department of the Navy, Disney, Boeing, The Colonial Williamsburg Foundation, and Departments of Transportation along the East Coast. Project size range from $1M to over $300M.

Through the combined strength of the subsidiary, we focus on commercial/industrial construction and have recently started in the residential construction market. Our Richmond office focuses on commercial and residential, with our personnel having a strong background in hospital construction and medical offices.

Additional business lines include helical pile installation and carbon epoxy wrapping at all locations. Finally, we are an Aquaphalt distributor with the ability to sell nationally as an SDVOSB, as well as stocking locally in the Elliston location.

Hall’s Construction, located in Elliston VA, is a general contractor specializing in industrial and commercial contracting. Self-performing the majority of pipe, carpentry, and mechanical work, we service a diverse group of clients ranging from commercial clients such as Corning, Hollingsworth and Vose, Kik, etc, to a significant amount of work supporting federal facilities such as the Radford Army Ammunition Plant.
